He was tested nick and never failed a drugs test, plus hes healthy even now and no issues with his arm, he had a few bicep injuries maybe that made his arms look a little different, he actually guess posed a few times and looks good all way round

His arms actually look proportionate to Delts, pecs and traps. Heavy synthol users don't have proportions and symmetry.

It could be, but some peoples arms just don't show a ton of separation and with his know strength I'd say there's a chance he just has monster arms
Thanks Nick. If I recall correctly, the editor (or one of the writers) at Flex magazine called Manfred Hoeberl out for having 'fake arms'. At the time the general rumour was that it must have been implants. The writer put forward a bet as I believe MH claimed he could curl 400lbs (I may be wrong here as it was over 20 years ago). MH didn't take up the offer claiming that the bet wasn't high enough to risk injury.
Maybe he was just using steroids
Without proof, you shouldn't put that out there. Social media is bad enough with labeling people. The fact that there are some people with freaky and odd looking body parts out there doesn't always mean PEDs

It's not a synthol its thinsole
I personally don't see any synthol at all, if he had synthol then he wouldn't have any peaks on his biceps, his arms, shoulders and forearms don't look disproportionate, plus he was mega strong and had a bug frame, he's a power lifter not a bodybuilder so his arms wouldn't look appeasing
I've spoken to Manfred a couple of times and he's a really nice bloke, shame a car crash but an end to his career. As for his arms he told me they were big before he started training.

In some of his pics, he doesn't look like he's on synthol. But he does look like it in some of his others. Maybe he used it when he went off of a cycle, so that the amount of muscle lost wouldn't be so obvious.

I'm willing to bet that Gregg Valentino is one of the first people, who was known for his size, that was a user of the stuff. EVEN THOUGH HE WONT ADMIT IT.

Something very odd for sure about his arms, looks to me that you are correct. I lifted both power lifint and body building from age 21 to 59 until I had shoulder surgery to have 5 plastic pins to hold torn shoulder muscles. I used no steroids, at 6-1 I weighed 235 pounds, was benching 350, squating 475 then stepped back to dripping weight and staying with lighter weights. I trained at Golds in Venice for a time while Lyle Alzado from the Raiders was there. worked hard all around and the only wierd stuff was the inplants and use of both roids and Synthol. I thought it was pretty easy to tell when both were used.
I remember this guy from WSM in the early 90s. He was one of the first guys I saw having to use cylinder oxygen to deal with his oxygen debt at the end of an event. He was enormous- kind of like Jon Pal Sigmarsson for his era. And as with JPS – not the stereotypical Strength competitor either, with a fairly lean, almost bodybuilder type physique yet still strong as an ox.
However, I'm not sure that I agree that he was using Synthol. Tom Platz didn't use Synthol, yet his legs were huge – (disproportionately so). So is it not feasible that Manfred Hoebl was to biceps, what Tom Platz was to legs?

You're spot on I believe on this one Nick. I remember this guy, he was legitimately strong, looked very impressive as far as strong men go, especially for those days. He was a decent looking guy & probably figured to get into the Action Adventure Movie genre so he did what he chemically what he probably thought was expedient. He seemed like a pretty cool guy, I'd heard he'd had terrible motorcycle (I believe) accident that did permanent damage,& he deteriorated & passed away after that, which I was sorry to hear, although I'm not sure I'm exactly accurate on everything about his demise. I liked the guy though.

Well it doesn't seem like he was over using it, for someone who's not a competing bodybuilder he just looks like he's off season, there's nothing really surprising if you look at his overall physique
