He has not paid his ifbb fee because he has not done a show yet! The fee can be paid when you turn in your entry form for the show. It's just like the NPC, why would I pay my NPC card if I'm not going to do a show? You pay your NPC fee when you register to do a show. Same thing in the ifbb
