No one thinks you can't do a lot of reps with "heavy" weight. When people say "training heavy," they're typically are referring being within a certain percentage of their one rep max. And, in that sense, you can't do 20 reps at a heavy weight. In the sense that if a person can do 20 reps, it's not heavy enough to stimulate hypertrophy for most natural athletes.
