How many of us where actually there? Cause pictures lie.
Most of the "controversial" shots are front pose comparisons: Phil's gut was too big, and Dorian had weak arms and a somewhat blocky midsection. However, Phil and Dorian were undoubtedly way way better from the back, both in thickness and conditioning, so I don't think either (including 2007) was robbery. Bodybuilding is more than abs and biceps.
Dude I’ll just say it, Ramy wasn’t even close to Phil look at the definition in the arms, the separation in the quads, and Phil’s proportions mostly have him beat IMO
I think that judges are sometimes afraid to unseat the champ.

2017 is controversial, Heath was not as bad as Yates, and Ramy was not as dominant as Nasser at that show
Dorian defeating Nasser in 97 was bad for the sport. Cutler beating Vic was on the same level. The Ramy loss was debateable but not a robbery. I think Phil deserved it.
Nasser was most definitely robbed. Big Ramy not so much, I actually think Phil was the rightful winner in 2017.

I never liked big Ramy's physique. His thighs are way too big, and overpower his upper body. His out of proportion thighs totally detract from the flow of his build.

If a competitor has already gotten a title, he is most likely to be shining in the judges eyes in a consecutive championship if he made it to the final and eventually wins!
